Why didn't the Israeli army let civilians filter in behind them in relative safety as they started in from the north to the south, clearing up Hamas on the way south. By the time they got to Rafah, all civilians would have been safe in their rear. They could have asked for help from Turks or Indonesians to do the filtering, policing, rebuilding and humanitarian relief behind them. Both countries are non-Arab Muslims. Too pie in the sky?
